Job summary

To support the Director of Estates & Facilities and Assistant Director of Capital Projects by providing technical advice on the development of complex capital project business cases, operational development proposals, presentations, and draft papers for committee-level meetings.

The post holder will be responsible for the delivery of the capital project management relating to the Trust estate across all Trust sites. The maintenance and repair of all building fabric, utilities, engineering services and assist with Fire Compliance across the Trust, using the best possible business and working practices ensuring compliance in all statutory and mandatory areas of estate management whilst managing risk in line with the Trust’s risk management policy.

To manage Capital Project management contracts, both internal and external, in addition to all levels of directly employed staff, to ensure the effective delivery of capital projects.

To be responsible for managing and complying with all statutory instruments and guidance, ensuring best practice related to building fabric and engineering services is exercised. Provide specialist, professional building and complex engineering expertise to advise senior management of the Trust and external agencies. Control and monitor a variety of budgets and contribute to the formulation of relevant budgets.

Main duties of the job

Main duties & responsibilities

1. The post holder will have responsibility for managing the Capital Department – to ensure that all Engineering, building services and equipment provided by Mersey and West Lancashire Teaching Hospitals NHS Trust are compliant with statutory requirements and maintained in a safe and reliable condition.

2. Manage, lead, and track a programme of highly complex and specialist Capital Projects for delivery, from project briefing through to completion of works on site to the Assistant Director of Capital Projects.

3. Develop and prepare regular statistical management reports on Engineering services, risk, and performance using, where necessary, CAD computer software or Microsoft Visio to create detailed technical drawings to ensure daily performance against SLA’s (service Level agreements) and KPI’s (Key Performance Indicators)

4. Lead audits as required and participate in review of standards and performance.

5. Responsible for producing and implementing departmental procedures, proposes policies and changes to the department. These changes may impact upon other services within the Trust, so the postholder will need to organise and participate in multi -stakeholder meetings to ensure continuity of service is maintained.

Person Specification

Qualifications

Essential

  • Degree or equivalent, or professional qualification, in relevant areas, and/or demonstrable and equivalent experience in relevant areas
  • Membership of a Professional Institution e.g.: – IEE; IET; I.MechE; CIBSE; IHEEM; CIOB; RICS; RIB
  • Engineering Council Registered Professional Engineer (IEng) or equivalent
  • Professional registration and knowledge acquired through postgraduate course or experience to master’s-level knowledge.

Desirable

  • Master’s degree or equivalent experience in Leadership & Management or Technical

Knowledge & Experience

Essential

  • Up-to-date knowledge of monitoring and promoting health & safety in the workplace
  • Sound working knowledge of Management Information Systems and Compliance & Quality Assurance Systems
  • Relevant management and operational experience in a health service or an equivalent operational area
  • Professional background including specialist knowledge in more one or more of the following areas for at least 5 years: o Architecture o Construction o Engineering o Quantity Surveying o Project Management OR an equivalent level of experience with a minimum of 5 years’ experience delivering capital schemes within the NHS
  • Managing multi-disciplinary relationships with stakeholders in a relevant organisational setting.
  • Demonstrate a track record of managing large-scale and complex public sector redevelopment programmes of £18m and above.
  • Demonstrable experience utilising standard forms of contracts used in building and engineering capital works contracts including P21+, P22 and other healthcare frameworks.
  • Knowledge of NHS procedures for the management of the estate, engineering, Fire, and Health & Safety legislation.
