Job summary
An exciting opportunity has arisen for Betsi Cadwaladr University Health Board (BCUHB) to appoint to a position within the Public Health Directorate.
Working closely with a Principal Public Health Intelligence Specialist in Population Health Management (8B) and a Band 8A Population Health Management Strategic Analyst, the Principal Data Engineer will play a critical role in driving forward a PHM Programme within the Public Health Intelligence, Research & Evaluation Programme in the Public Health Directorate, working closely with the Digital, Data, and Technology(DDaT) Directorate.
This programme aims to develop a PHM system that will lead to demonstrable improved population health outcomes, maximising our total resource allocation as a Health Board and working across a wide range of stakeholders, organisations, delivery agents and partnerships, in order to benefit our communities.
Main duties of the job
- The post holder is expected to have the skills to analyse and solve highly complex technical problems without the need to call upon others for advice, whilst planning and managing their own workload and overseeing the development and implementation of new functionality within DDaT.
- The post holder must ensure the national developments integrate and perform to the requirements and satisfaction of senior staff, users and clinical and technical design standards.
- The post holder shall also plan and coordinate with other team leaders the availability of staff to support and release activities
- This role combines the need for a very high level of technical expertise with the ability to oversee and coordinate a programme of technical developments and enhancements.
- The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

Qualifications and Knowledge
Essential
- Postgraduate Diploma in a Science, Technology or a Maths subject or equivalent qualifications, knowledge or experience.
- Foundation qualification in an agile development methodology (for example the BCS Foundation Agile) or equivalent knowledge or experience.
Skills and Attributes
Essential
- Highly skilled in database, application or web development using a suitable IDE and programming language.
- Ability and confidence to speak publicly to groups of people, demonstrating ideas, concepts and data engineering solutions and answer related questions.
- Able to work individually, or as part of a team.
- Able to establish good working relationships with people at all levels.
- Be methodical and disciplined in work with meticulous attention to detail.
- Able to communicate with staff on complex business or clinical processes
- Display high-quality written and verbal communication skills
- Able to learn new technologies and IT systems quickly through both self-study and professional courses.
- Determined, patient and self- motivated
Experience
Essential
- Proven experience in a data engineering or similar role in a formal development environment.
- Evidence of experience with Windows PC and server operating systems
- Good working knowledge of relational database systems and associated database administration activities.
