West Suffolk NHS Foundation Trust is seeking an experienced and forward-thinking Senior Business Intelligence (BI) Manager to lead our divisional reporting function and drive high-quality insight across the organisation. This pivotal role sits at the heart of our digital and data agenda, ensuring the Trust has timely, accurate, and meaningful information to support clinical excellence, operational performance, and strategic decision-making.

As Senior BI Manager, you will lead a skilled team responsible for delivering a responsive, customer-focused BI service. You will oversee the development of reporting frameworks, dashboards, and analytical products that empower staff at all levels to access, interpret, and use data effectively. Working closely with clinical, operational, contracting, finance, and executive colleagues, you will ensure that emerging requirements are fully understood and translated into robust BI solutions that align with national guidance and Trust priorities.

You will shape how the digital and data strategy is delivered, in line with organisational needs and broader digital transformation ambitions. This includes managing statutory submissions, maintaining high data quality standards, ensuring strong governance, and leading improvements in data processing, automation, and self-service capabilities.

The BI service works closely with colleagues within digital services and sits under the remit of the chief information officer.

Main duties of the job

  • Lead the Trust’s BI service, delivering high-quality reporting, analysis, and insight.
  • Manage BI teams, statutory data submissions, and BI systems across acute and community datasets.
  • Develop strategies, dashboards, and data processes aligned with organisational priorities.
  • Support clinical and operational decision-making, drive service improvement, ensure data quality, and maintain strong partnerships across internal and external stakeholders.
  • Work closely with our data quality, data engineering, and data warehouse teams on innovative approaches to analytics and reporting.
  • Support and development of our staff and service is key to the success of this role.

The team’s main base is at the Trust’s West Suffolk Hospital site, but you will support staff working in our Ipswich location as well so the ability to travel between the two is essential. You will need to be working on-site at least 40% of the time. A fully remote role will not be considered.

Skills and Abilities

Essential

  • Leadership skills, with the ability to motivate and empower others. Effective self-management and motivation.
  • Excellent communication skills across a broad range of stakeholders. High standard of verbal, interpersonal, written, and presentation skills. Ability to liaise and negotiate
  • Ability to present complex information analyses to senior managers.
  • Excellent computer literacy. Understanding of relational databases. Proven mathematical reasoning skills.
  • Experience holding difficult conversations and evidence of dealing with and resolving conflicting opinions and priorities.
  • Ability to analyse data to determine trends, including SPC methodologies
  • Understanding of the NHS and knowledge of NHS structures/health economies. Knowledge of NHS information systems, data flows, and sources.
  • Experience in using and developing Power BI dashboards and datasets

Desirable

  • Experience of using NCS Bedrock
  • Experience of using national reporting platforms such as FDP.

Education & Qualification

Essential

  • Educated to Master’s level or demonstrable equivalent experience.
  • Evidence of recent continuous professional development, including leadership/management and professional skills relevant to the post (e.g., technical courses, leadership/management courses, staff development, business cases)
  • Evidence of project/programme management experience

Desirable

  • Participation/qualification from NHS leadership courses (e.g., NHS Leadership Academy, Digital Health Leadership Programme
  • Relevant professional membership (e.g., BCS, PMI)
  • Qualification in information management/business intelligence
  • PRINCE2 or equivalent project/programme management qualification from a recognised professional body (e.g. APM, PMI)

Experience and Knowledge

Essential

  • Substantial experience in an NHS or public sector setting. Experience in close working with clinical and operational services. Detailed knowledge of processing NHS Information, relevant national guidance, and NHS data definitions.
  • Substantial experience in staff and team management
  • Significant experience in managing a BI service.
  • Experience in interpreting, analysing, and presenting complex data. A sound grasp of analytical techniques and experience in using them.
  • Advanced experience in a wide range of report writing and analysis tools
  • MS SQL Server or equivalent experience, Budget and resource management. Risk management. Project/programme management experience.
  • Development and implementation of policies, SOPs, guidelines, and projects from initiation to completion

Desirable

  • Good knowledge of business change techniques.
  • Experience in developing and implementing roadmaps and strategies.
  • Use of reporting tools linked to SQL databases incorporating OLAP “cubes.”
  • Use of MS Reporting Services
  • Use of Business Objects

  • Excellent team worker. Systematic in approach. Confident, highly motivated, and able to use own initiative.
  • Willingness and ability to adopt new/ different software reporting tools.
  • Able to manage a varied workload and to prioritise effectively. Ability to work to deadlines. Ability to resolve problems effectively.
  • Cope with new and constantly changing demands
  • Willingness and ability to travel locally to support our BI teams working across WSFT sites, as well as within the region and nationally.
